FIFA President Joseph S. Blatter expressed his surprise at the decision to withdraw from Muckle Garcia ethics committee of the federation. Garcia was unhappy that his organization published a report on the investigation into the election hosts the 2018 World Cup and 2022 in an abbreviated form.
