Independent commission WADA in November accused the Russian. in the anti-doping rule violations and recommended that the International Association of Athletics federations (IAAF) to remove Russian athletes to participate in competitions under its auspices, including the Olympic Games-2016. IAAF followed advice and pushed the All-Russian Athletics Federation (ARAF). Also, work was suspended in Moscow anti-doping laboratory and the decision was made to non-compliance of the Russian Anti-Doping Agency (RUSADA) WADA Code.
In February RUSADA and the National Anti-Doping Organisation UK (UKAD) signed a cooperation agreement. UKAD should provide the necessary testing of Russian athletes while RUSADA not restore compliance with the WADA Code. In late March, the Minister of Sport Vitaly Mutko reported that the procedure for re-accreditation of the Moscow laboratory will begin on April 7-10
